Our approach to communications and outreach planning combines strategic insight with creative execution to align messaging, branding, and stakeholder engagement with an organization's mission.

We would begin with a comprehensive assessment of existing communication channels, outreach efforts, and brand touchpoints. This audit would identify gaps, opportunities, and redundancies. We would then develop a tailored communications strategy that supports the DRUG ENFORCEMENT ADMINISTRATION (Office of Acquisition & Relocation)’s strategic goals, especially around community commitment, environmental sustainability, and operational excellence. This strategy would integrate paid, owned, and earned media opportunities and offer KPIs to track performance.

We bring experience with special-purpose government units and infrastructure clients, which gives us insight into the unique communications challenges of engaging the public, elected officials, and technical stakeholders in an approachable, transparent way.

Approach to Delivering Content Creation and Material Production

LALA United's creative studio specializes in designing compelling, high-impact materials across digital and print media. Our in-house team of designers, writers, videographers, and animators collaborates seamlessly to develop content that is clear, informative, and visually engaging. We excel at translating complex infrastructure topics into public-friendly messages using infographics, animations, branded content, and storytelling techniques. For the DRUG ENFORCEMENT ADMINISTRATION (Office of Acquisition & Relocation Management), we would manage content development from ideation through delivery, incorporating review checkpoints to ensure alignment and approval. We work agilely to meet deadlines and provide content that can be repurposed across multiple platforms. From children’s books and event signage to social media animations and press kits, we adapt our tone and creative direction to each audience.

Approach to Delivering Website Design

LALA United, through High Rock, has over 20 years of experience designing and developing websites that are modern, secure, accessible, and easy to manage. Our websites are WCAG-compliant, mobile-optimized, and fully integrated with tracking, analytics, and CMS tools that empower internal teams to update content as needed.

For the DRUG ENFORCEMENT ADMINISTRATION (Office of Acquisition & Relocation Management), we would approach the redesign as both a technical and user experience challenge—ensuring the site is intuitive for residents, educational for students and families, and informative for partners and officials. We conduct stakeholder interviews, usability testing, and sitemap audits to ensure the new structure meets current needs and future scalability. Integration of tools like GIS mapping, Google Tag Manager, and translation services would be built into the initial development plan.

Scope of Work

Case Study: Washington County Heroes Campaign

In conjunction with Washington County Government and the Washington County Health Department, we created a series of marketing pieces for the county’s campaign to stem the spread of COVID-19. In addition to the design of billboards, ads, and other communication pieces, High Rock also created a series of public service announcements showcasing the heroes of Washington County and our efforts to protect them as they continue to protect us. Washington County Threads of Hope Campaign
High Rock, in conjunction with Washington County Government and the Washington County Health Department, created a series of marketing pieces for the county’s campaign to increase awareness of behavioral health during the pandemic. High Rock created a series of billboard advertisements, digital ads, and videos to highlight this issue. We also organized the social campaign that elevated awareness for the region. This project gained recognition as an Emmy Award winner in 2020.

Case Study: WellSpan Health Video Campaign

The most impactful way to tell a story is to tell real ones. WellSpan Health is an integrated health system that serves the communities of central Pennsylvania and northern Maryland. Their core values of integrity, compassion, excellence, and service are at the foundation of every decision they make, including the ones for telling their patients' stories. We were tasked to assist in telling these genuine stories through video to create awareness of their services and to possibly save lives. Learn more.

When Rockefeller Group and Matan Companies formed a joint venture partnership to develop Port 460 Logistics Center, they needed fresh designs and content and a sharp, new website. Beginning with brand strategy to lead the charge, High Rock collaborated on everything from a website refresh to a new header video to new creative deliverables—all to showcase a new industrial development near the Port of Virginia.

Giant Food: Three Ad Stories to Tell

High Rock was thrilled to partner again with Giant Food after last year's successful Emmy-winning ad project. The challenge this time around was threefold: creating three ads—:30 secs, :15 secs, and :06 secs—in one overnight stay at a local Giant Food grocery store. The topic? Giant's shoppers are pros at what they do—from selecting the best high-quality produce for you to efficiently packing your grocery bags to go.
The twist?
Giant wanted actual employees in the role of helpful shoppers, not just hired actors. Once again, High Rock was up to the challenge. From storyboarding three separate ads to working with several Giant employees to find the one comfortable on camera to running a 12-hour ad shoot overnight in a Giant grocery store—it was a giant-sized project with three unique ads that speak to the quality of both the grocery chain's food and employee quality.

Led by the movers and shakers of the Baltimore region, the Economic Alliance of Greater Baltimore (EAGB) focuses on business retention, job creation, and new investment throughout the region.
